According to a latest study of municipal councils, UK councils are planning to offload community centers, sports centres, and shopping arcades as they rely on a rapid disposal of properties to stabilize finances.
Increasing Financial Pressures Drive Asset Sales
The Key Cities Group representing major urban areas in the UK reported that 60% of councils are intending to sell assets to meet the rising costs of adult and children’s social care.
Councils have in the past faced criticism for disposing of playing fields and land to shore up their finances, but they contend they must proceed to generate essential revenue from asset sales or face insolvency.
The group noted that a high proportion of authorities attempting to raise money from a quick sale of assets marked “a clear change from 2024, when the majority (60%) of local leaders said they would focus on service redesigns and utilising savings to weather increasing financial challenges.”
Specific Examples of Proposed Sales
Medway Council in Kent said its property management strategy featured the sale of a retail complex in Rainham and a social club in Rochester to raise 20 million pounds over the next half-decade.
- A local golf course and business parks held in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the strategy.
Council Tax Increases and Wider Financial Pressures
The survey of councils in the key cities group, which includes several urban centers, further found that more than 70% of authorities will have to increase council taxes next spring to address the growing cost of essential services, higher levels of housing insecurity, and a persistent housing shortage.
The authority said it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.
“We are taking innovative approaches but certain measures take time to achieve both better provisions and cost efficiency,” said Vince Maple.
He continued: “There are demographic pressures which will continue to add to the strains we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”
National Trends and Forecasts
Research of county councils recently also found council budgets being stretched by the increasing figures of children and adults needing special educational assistance.
The County Councils Network said that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to manage rising needs.
Ministers have put off planned reforms to the Send system until the coming year after a white paper setting out those reforms was recently delayed.
Disadvantage and Financial Gaps
According to the most recent deprivation measures (the Index of Multiple Deprivation) covering English councils, several key cities members were included in the most deprived in England.
- “Member cities like several major towns rank in the top 30 nationally under the latest deprivation indices,” noted the report.
“Although only one key city is in the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the most deprived fifth of the nation. The data highlights the extent of difficulties facing local leaders across major urban centers in the coming year,” the report added.
“Local government leaders have been clear about the necessity for a equitable and lasting financial structure that reflects and addresses the actual extent of disadvantage and need,” stated a council leader.
“Without this, councils will continue to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”
A fifth of councils have reduced or weakened care services in the last year, the study revealed.
